Accomplishments
Originator
of the Policy Delphi technique, which is an extension of the Delphi Method for
use in Policy and Decision Analysis. Member of the Design team
on the Delphi dealing with the Social, Ethical and Legal Implications of
Biomedical Research for the National Commission on the Protection of Human
Subjects. Designer
of a Delphi on the Future of the Steel and Ferro-alloy Industry for the
National Materials Advisory Board.
First to automate and conduct Delphis
in real time on time-sharing computer systems, in 1970.
While at
the Office of Emergency Preparedness, designed the nationwide Management
Information System that was used for the 1971 Wage-Price-Rent Freeze (EMISARI). This system
and others that I designed (RIMS, IRIS, PREMIS) were
used for a decade and a half by the U. S. Government for crisis management
monitoring of most economic disruptions (e.g., coal strikes, transportation
strikes) and commodity shortages (e.g., oil, gas, fertilizer). That system also provided the first example
of instant messaging in an operational environment.
Designed and implemented the
EIES (Electronic Information Exchange System) as part of a 25 year research
program in to the design of structured Computer Mediated Communications Systems
(CMC) to conduct field trials and evaluations of alternative applications of
human communications via computers. All
the research reports of htis center and some of hte earlier OEP work is now
archived and on the Web by the NJIT library:

Over thirty years of basic
and applied research at NJIT in computer based communications covering design,
implementation, application, evaluation, and assessment as well as
incorporating controlled experimentation, field trials and methodological
development. This included:
- Development and design of the Electronic
Information Exchange System (EIES) as a system able to implement tailored communication
structures for different applications.
- Developed an evolutionary approach to the
development of computerized conferencing systems tying ongoing evaluation
methodologies into the evolutionary design of the system.
- Design of software facilities to support the
implementation of Computerized Conferencing Systems (Groupware, Group
Decision Support Systems, etc.)
- Design of specialized communication structures
for emergency management, human problem solving, decision support, project
tracking, learning and education support.
- Design of the first fully electronic information
marketplace, providing the ability of buyers and sellers to accomplish all
marketplace functions within one information system.
- Responsible for the design of the initial
features in the software that comprised the Virtual Classroom
functionality in both the original EIES and the follow on EIES2 system.
Administrative
Accomplishments:
Development of the
Computerized Conferencing and Communications Center at NJIT devoted to exploring
the research, development, and assessment problems associated with the use of
computers to aid human communications and cognitive processes. This Center received over four million
dollars worth of funding. The work of
the Conferencing Center at NJIT has resulted in the
publication of at least five books and over two hundred professional papers by
researchers associated with the center both from within and without NJIT. The research reports of the Center are now available

Management of the original
EIES operation serving over 2000 users in the U. S. and abroad from 1976 to
1990 and responsibility for the evolutionary development of that system. Responsible for converting
the operation of EIES from being based upon grant support to one dependent upon
user fees.
Developer of many of the
Information System degree programs at NJIT and provided leadership for the IS
faculty as well as creating and developing a department in 2001 as well as
chairing it for the first three years.
