Disadvantaged Students
Compensatory education programs are designed to overcome deficiencies
associated with educational and socioeconomic disadvantages. Title 1 of the
Elementary and Secondary Education Act of 1965 provides assistance to enable
children in low-socioeconomic level schools to meet state academic content and
performance standards. In 1994 the distribution of Title 1 funds was restructured to
favor states with the highest percentages of disadvantaged low-income children.
Early Head Start was authorized to provide family support services to low income
households and pregnant women with children under the age of 3. In addition states
are required to develop school improvement plans that establish high content and
performance standards to remain eligible for Title 1 funds.
